Common people witness new chapter of justice and transparency through new criminal laws

Jaipur, October 15 (Udaipur Kiran News). Under the new criminal laws, Rajasthan Police has set a new example of timely disposal by making the justice system fast, transparent and citizen-centric. In order to convey various aspects related to these laws to the people in a simple and lively manner, a special exhibition is being organized in JECC on the theme ‘New Legislation-New Identity of Justice’. People coming to the exhibition are getting detailed information about these innovations through models.

Through the exhibition, along with awareness about the laws, confidence has also been created among the common people that today the State Police is no longer just an institution that tackles crime – rather it has become a symbol of justice, security and public trust. From timely disposal to e-evidence, cyber control and mobile forensics, in every field, Rajasthan Police has proved that with the coordination of technology and integrity, justice can be made not only fast but also reliable. People are also getting information about the changes in law and order in the state after the implementation of these new laws in the exhibition.

Out of the total cases registered under new criminal laws, 80 percent have been successfully disposed of. 80 percent disposal has been recorded in cases with punishment of 10 years or less, while 67 percent disposal has been recorded in cases with punishment more than 10 years. In cases related to sexual crimes, 83 percent cases have been disposed of and further accelerating the pace of justice, the rate of disposal of cases within the stipulated time limit has increased from 59 percent to 74 percent, which is a historic achievement in the direction of quick and accessible justice.

Similarly, the average time taken to investigate cases has also reduced significantly, whereas earlier it was 106 days, now it has come down to 74 days. With the implementation of new legal provisions, the conviction rate has also increased from 48 percent to 60 percent, which is a proof of the evidence-based and transparent investigation system. To strengthen scientific investigation of serious crimes, 8,401 crime scenes have been inspected by FSL and MOB teams. The availability of 56 mobile forensic vehicles across the state has made quick evidence collection possible at incident sites, making the investigation process more accurate and effective.

Rajasthan Police has taken historic steps towards crime control by decisively attacking organized and economic crimes. Extensive campaigns were launched across the state against organized crimes like liquor, land and drug mafia, as a result of which a clear fear and discipline has been established in the crime world. So far, 715 cases have been registered and 2,500 accused have been sent behind bars. 308 representations have been submitted in the courts for confiscation and attachment of properties acquired through crime, which has directly hit the economic base of criminals. The concrete result of these effective actions has come in the form of a 23 percent decline in gross crimes in the state. This achievement is a direct evidence of the police’s strong strategy, meticulous investigation and zero-tolerance policy towards crime.

Rajasthan Police has made significant progress in making the justice system more victim-centric and accessible under the new criminal laws. Now in every case, transparent and prompt action is being ensured by keeping the victim at the center of priority. There has been significant improvement due to awareness and prompt action towards zero FIRs registered in the state. Due to compliance with the new provisions, an increase of 59 percent has been recorded in zero FIRs. A total of 1,567 zero FIRs were converted into regular FIRs, while 1,002 FIRs received from other states were duly registered in the state.

Immediate response is also being given to the complaints received through electronic means, so far 180 cases have been registered through online medium. Besides, information about the progress of his case is also being made available to every victim regularly through electronic medium, which has made the justice process more transparent and accountable. This system of Rajasthan Police strengthens public confidence in the justice system and ensures that every citizen gets a timely and fair hearing on his complaint.

Moving ahead from the traditional working style, Rajasthan Police has made digital technology an integral part of its investigation and judicial process. Information technology based initiatives have not only increased efficiency but have also brought significant improvement in transparency and accountability. 1 lakh 8 thousand 80 certificates have been obtained by police personnel after receiving training on i-GOT Karmayogi portal, which has increased digital efficiency. 1.68 lakh alerts have been uploaded on CRI-MAC portal for exchange of criminal information, making monitoring of criminals more effective at the state and national level.

Examination and post-mortem reports in 14,500 medico-legal cases were obtained online through the Medallia PR portal, enabling instant access to medical evidence. The use of technology has also brought about a major change in the process of presenting evidence. So far, 11,580 policemen have given evidence in courts through video conferencing, due to which the department has saved 23 thousand man days and approximately Rs 22 crore. Additionally, more than 3.6 lakh hearings were conducted through video conferencing, resulting in savings of 6 lakh man days and estimated savings of Rs 175 crore. All these initiatives have established Rajasthan Police as a digital-enabled, time-conscious and citizen-friendly institution.

Rajasthan Police has achieved a leading position across the country by adopting a comprehensive, organized and technical approach against cyber crimes. Continuous monitoring, prompt action and combined efforts of public awareness have achieved remarkable success in controlling crimes of the digital age. Till now, about 2 lakh 25 thousand suspicious mobile SIM cards and about 1 lakh 9 thousand mobile devices have been blocked. As a result of sustained campaigns conducted across the state, the number of cases registered in cyber crime hotspot areas has come down from 89,300 to 29,727.
